Your Guide to the 2023 Energy Efficiency Standards

You may have heard that the minimum HVAC energy efficiency standards are changing next year.

Bosch takes seriously our responsibility to meet the DOE 2023 requirements. We have innovated our efficiency testing methods and are pleased to be one of the first manufacturers to market with a fully DOE 2023-compliant heat pump line.

Here is everything you need to know:

What Is DOE 2023?

Effective January 1, 2023, the United States Department of Energy (DOE) is increasing the minimum efficiencies for central air conditioners and heat pumps. These new regulations are part of the DOE’s efforts to reduce overall energy consumption.

The bottom line? New, more rigorous testing procedures are being implemented, as well as new efficiency ratings: SEER2, EER2, and HSPF2.

For air conditioners in the North, the minimum efficiency will increase from 13.0 to 14.0 SEER and in the South from 14.0 to 15.0 SEER under today’s test procedure. The national heat pump minimum efficiency will increase from 14.0 to 15.0 SEER.

It is very important that all manufacturers, distributors, dealers, and contractors adhere to these regulations. Please note:

  • Any heat pumps that do not reach the new minimum requirements can no longer be manufactured.
  • Distributors can be banned from selling equipment if found to be selling non-compliant products.
  • Dealers and contractors found installing non-compliant equipment must replace the equipment at their own cost. Repeat violators can be banned from purchasing equipment.

New Testing Procedures

HVAC manufacturers will be required to follow a new testing procedure for developing efficiency ratings. With this change, the static pressure used when testing will be increased by up to 5X. The goal of this change is to develop a more rigorous method of testing that better reflects field conditions.

New Efficiency Ratings

Generally, the efficiencies will appear to be lower than they were with the old standard. Take a look below to learn what to expect for each heat pump product type:

Split System Heat Pumps

  • Heat pump minimum efficiency standards will increase by 1.0 to 15.0 SEER in 2023.
  • For split-system heat pumps, a minimum of 8.8 HSPF is required.

IDP

Packaged Product Heat Pumps

  • The efficiency requirements for small packaged products will not increase.
  • However, these products must still comply with the new testing procedure.

What to Expect from Bosch

Bosch is a leader and innovator—especially when it comes to energy efficiency.

Over the summer, we completed re-rating all Bosch unitary heat pumps. We are in the process of adding new performance data (SEER2/HSPF2) to AHRI, as well as updating these ratings in all of our technical documentation.

All part and model numbers for Bosch heat pumps will remain the same. Only the ratings will change.

The best part? All Bosch HVAC equipment is already DOE 2023 compliant. Nothing changes for you, as a Bosch customer. Just keep an eye out for the new SEER2 and HSPF2 ratings. We’ve got it from here.
